Public Accounts Committee wants punitive measures for Accounting Officers

The Standing Committee on Public Accounts and Economy in the National Council held a one-day Business Process Re-Engineering (BPR) workshop on Auditor-General reports of Local Authorities and Regional Councils on 25 June 2018 and deliberated on new approaches regarding the committees’ activities that are in line with the BPR policy as recommended by the Office of the Prime Minister.

BPR is a reform initiative introduced in the public service since 2006 in order to streamline processes and procedures in Ministries/Offices/Agencies (OMAS) and Regional Councils with the aim to enhance service delivery, cycle time and quality to ultimately deliver more value to the citizens.

The Public Accounts and Economy committee of the National Council is mandated to carry out effective oversight that oversees financial and non-financial performances of government departments and public entities with the assistance and support of Auditor-General.

As a result, the National Council has identified the handling of the Auditor-General Reports of Regional Councils and Local Authorities as one of the business processes that need to be re-engineered particularly their review, public hearings, findings and the impact of recommendations.

After a long day of deliberations, the workshop has agreed on several resolutions such as calls for coordination between the National Council Public Accounts committee and the National Assembly Public Committee to organize joint activities and facilitate follow up on recommendations as well for the two houses to speedily table and adopt the joint rules.


“The workshop will build on the Referral Motion, also known as the De Waal Motion of 2007 that outlines to the National Council, the procedures to be followed when reviewing the Auditor-General reports,” she added.

The Vice-Chairperson of the of the Public Accounts and Economy Committee Hon. Phillip Shikongo during his welcoming remarks said that it is only through effectiveness and efficiency that Public Accounts Committees can enhance their oversight and accountability role with the intention to promote efficient use of public resources.

The workshop was attended by the Members of Parliament who are also members of Public Accounts committee, representatives from the office of the Auditor-General, Chairperson of the Public Accounts committee in the National Assembly, Hon. Mike Kavekotora, and former Member Parliament (MP) Johan de Waal, representative from the Ministry of Urban and Rural Development, and National Council secretariat.
