Chairperson to the National Council

The Chairperson is the political head of the National Council. He/she is elected from the 42 Members of the National Council. The Chairperson is elected on the first day on which the Council sits, following the Regional Councils Elections.

The Chairperson maintains orders and enforces the rules of debates by applying and interpreting the practices and traditions of the House. In overseeing the proceedings of the House, the Chairperson seeks to maintain the balance between two fundamental operating principles of Parliament:
  • To allow the majority to conduct business in an orderly manner; and
  • To protect the right of the minority to be heard.
