To provide for the development of the National Statistics System and provide for its components and objectives; to establish the Namibia Statistics Agency and the Board of the Namibia Statistics Agency and provide for their powers and functions; to establish the National Spatial Data Infrastructure and provide for its objectives, to establish the Committee for Spatial Data and provide for its functions; and to provide for incidental matters.

To provide for the establishment of the National Employment Service; to impose reporting and other obligations on certain employers and institutions; to provide for the licensure and regulation of private employment agencies; and to deal with matters incidental thereto.

To amend the Income Tax Act, 1981, so as to provide for the registration of a retirement annuity fund under the Pension Funds Act as a further requirement for approval of such fund by the Minister in respect of any year of assessment; and to provide for incidental matters.

To amend the Inspection of Financial Institutions Act, 1984, so as to empower the registrar to inspect a person, partnership or company not registered as a financial institution, upon reasonable suspicion, to establish whether or not the business of a financial institution is being carried on; and to provide for incidental matters.

To appropriate amounts of money to meet the financial requirements of the State during the financial year ending 31 March 2012.

To amend the Pension Funds Act, 1956, so as to empower the Minister to make regulations prescribing the minimum or maximum amount or both the minimum and maximum amounts which a pension fund may invest in or outside Namibia or in particular assets or in particular kinds or categories of assets whether in Namibia or elsewhere, prescribing a framework for the investment of pension fund assets in unlisted investments, authorizing the registrar to grant conditional exemption from certain provisions, and prescribing administrative penalties for contravention or failure to comply with certain regulations; and to provide for incidental matters.

To amend the Long-term Insurance Act, 1998, so as to empower the Minister to make regulations prescribing the minimum or maximum amount or both the minimum and maximum amounts which a registered insurer or reinsurer may invest in or outside Namibia; authorizing the registrar to grant conditional exemption from certain provisions; and to provide for incidental matters.

To amend the Income Tax Act, 1981, so as to amend the definitions of “person”, “pension”, “preservation fund” and “retirement annuity fund”; to increase the amount which may be commuted for a single tax free payment; to increase the exemption from tax on a lump sum derived on retirement or retrenchment; to delete allowable deductions to mining companies in
respect of rehabilitation expenditure; to provide for the administration of withholding tax on interest; to increase the threshold on income tax payable by individuals; to reduce the tax rate payable by non-mining companies; and to provide for incidental matters.

To provide for the prevention, detection and control of animal disease; to provide for the maintenance and improvement of animal health; and to provide for incidental matters.

To amend the Regional Councils Act, 1992, to provide for the separation of the office of chairperson of regional council and that of governor of the region.

To amend the Banking Institutions Act, 1998, so as to provide for certain definitions; to provide for consolidated supervision; to provide for the registration of controlling companies and cancellation.

To amend the Criminal Procedure Act, 1977, so as to increase the maximum fines that may be imposed for certain offences; to increase the admission of guilt fine that may be paid in terms of a written notice or a summons; to make provision for the payment of admission of guilt fines after appearing in court; to further regulate the release of an accused on warning; to increase the fine that may be imposed on an accused after a conviction pursuant to a plea of guilty only; to further provide for the protection of witnesses.

To provide for the establishment of the Namibia Institute of Public Administration and Management, and to provide for its administration and control of its affairs and the regulation of its activities.

To provide for the regulation of telecommunications services and networks, broadcasting, postal services and the use and allocation of radio spectrum; for that purpose the establishment of an independent Communications Regulatory Authority of Namibia; to make provision for its powers and functions; the granting of special rights to telecommunications licensees; the creation of an Association to manage the .na internet domain name space and for matters connected therewith.

To amend certain definitions and insert new definitions; to provide for the establishment of temporary registration points outside Namibia; to provide for the appointment and remuneration of coordinators and assistant coordinators for registration purposes and for their powers,functions and duties and lines of reporting; to provide that parents and other persons may declare that a person who applies for registration as a voter has reached the age of 18 years; to provide for the publication, prior to registration of a political party, of certain particulars and for the objecting to such particulars and the hearing of appeals; to provide that staff members appointed by the Commission on the recommendation of the Minister of Foreign Affairs may hear appeals in relation to any refusal to register a person as a voter; to provide that the Commission may accredit persons to provide voter education in respect of elections; to provide for registered political parties to conduct voter education to members, supporters and sympathisers; to provide that in the case of an election for the President or for members of the National Assembly the poll at polling stations outside Namibia shall take place 14 days before the day determined upon which the poll shall take place within Namibia; to provide that the Commission may accredit persons to observe elections; to provide for voting by way of voting machines; to allow for the counting of votes at polling stations and for the posting of results at polling stations; to provide for the determination by lot of the result of an election of members of the National Assembly or of members of a local authority; to extend the offences relating to impersonation; to provide for additional offences; and to provide for matters incidental thereto

To amend the Magistrates Act, 2003 so as to delete the definition of Chief: Lower Courts

To appropriate amounts of money to meet the financial requirements of the State during the financial year ending 31 March 2010.

To provide for the establishment of the National Youth Council and the Youth Development Fund; to provide for the management and administration of the Council and the Fund; to provide for the establishment of youth forums; to provide for the registration of youth organizations and associations as affiliates to the Council; and to provide for incidental matters.

To amend the Local Authorities Act, 1992 so as to make further provision for the period within which the next general election and subsequent general elections for members of local authority councils must be held.

To provide for the division of buildings into sections and common property and the acquisition of separate ownership in sections coupled with joint ownership in common property, the control of certain rights attaching to separate ownership in sections and joint ownership in common property, the transfer of ownership of sections and the registration of sectional mortgage bonds over, and real rights in, sections, the conferring and registration of rights in, and the disposal of, common property; the establishment of bodies corporate to control common property and for that purpose to apply rules; to establish the Sectional Titles Regulation Board; and to provide for incidental matters.

To amend the Road Traffic and Transport Act, 1999, to provide that certain appointments are not invalid due to the failure to issue a certificate of appointment; to further regulate the renewal procedure of and circumstances for the replacement of driving licences and for matters incidental thereto.

To provide for the preventing, monitoring, controlling and eradication of plant pests; to facilitate the movement of plants, plant products and other regulated articles within and into or out of Namibia; to provide for the certification of the phytosanitary standards of plants and plant products exported from Namibia; and to provide for incidental matters.

To amend the State-owned Enterprises Governance Act, 2006 so as to make different provision for the date with effect from which the constitution of the boards of State-owned enterprises and the appointment of members of such boards must be effected in accordance with the provisions of that Act; to validate the appointment of certain members of such boards purported to have been made in accordance with the provisions of any law or any constituent document or memorandum of association and articles of association pertaining to the State-owned enterprise which have been repealed or amended by the State-owned Enterprise Governance Act, 2006; to impose on the boards of State-owned enterprises an obligation to submit for approval to the portfolio Minister within a specifi ed time a statement on investment policies, standards and procedures of the Stateowned enterprise; and to provide for incidental matters.

To amend the Value-Added Tax Act, 2000, so as to zero rate fresh and dried beans, sunflower cooking oil, animal fat, bread, and bread and cake flour; and to provide for incidental matters.

To appropriate amounts of money to meet the financial requirements of the State during the financial year ending 31 March 2009.

To delegete the responsibilities of the Minister in relation to veterans affairs; to provide for the establishment of a Veterans Fund for the provision of assistance to veterans and dependants of veterans; to provide for the registration of veterans and dependants of living or deceased veterans; to provide for the establishment of projects for the benefit of and assistance to veterans and dependants of veterans; to provide for the integration of pension benefits of veterans; to provide for the constitution and functions of the Veterans Board and Veterans Appeal Board; and tQ provide for matters incidental to or connected with the foregoing.

To amend the Income Tax Act, 1981, so as to exclude the interest portion distributed out of the assets of Unit Trust Schemes in the definition of

To amend the Affirmative Action (Employment) Act, 1998, so as to provide for additional powers for the Employment Equity Commission; the delegation of powers to certain persons; the appointment of more than one review officer for a report; the continued submission of affirmative action plans; and to provide for matters incidental thereto.

To to promote the sustainable management of the environment and the use of natural resources by establishing principles for decision making on matters affecting the environment; to establish the Sustainable Development Advisory Council; to provide for the appointment of the Environmental Commissioner and environmental officers; to provide for a process of assessment and control of activities which may have significant effects on the environment; and to provide for incidental matters.

To amend the Companies Act, 2004, so as to relocate certain provisions in section 82 to their appropriate places to make the application of certain conditions in that section clearer; and to provide for incidental matters.

To provide for the establishment, administration and management of the Motor Vehicle Accident Fund as an administrative body to provide assistance and benefits to persons injured in motor vehicle accidents and to dependents of persons killed in such accidents; and to provide for incidental matters.

To consolidate and amend the labour law; to establish a comprehensive labour law for all employers and employees; to entrench fundamental labour rights and protections; to regulate basic terms and conditions of employment; to ensure the health, safety and welfare of employees; to protect employees from unfair labour practices; to regulate the registration of trade unions and employers

To to promote the sustainable management of the environment and the use of natural resources by establishing principles for decision making on matters affecting the environment; to establish the Sustainable Development Advisory Council; to provide for the appointment of the Environmental Commissioner and environmental officers; to provide for a process of assessment and control of activities which may have significant effects on the environment; and to provide for incidental matters.

To establish the Electricity Control Board and provide for its powers and functions; to provide for the requirements and conditions for obtaining licences for the provision of electricity; to provide for the powers and obligations of licensees; and to provide for incidental matters.

To provide for the combating of money laundering and to establish an Anti-Money Laundering Advisory Council; to provide the Bank of Namibia with the necessary powers to collect, assess and analyse financial intelligence data, which may lead or relate to money laundering; to impose certain duties on institutions which, and other persons who, may be used for money laundering; and to provide for incidental matters.
